                <content:encoded><![CDATA[<p>Thanks to <a title="Koha" href="http://www.news.software.coop/categories/koha/">Koha</a>, <a title="TTLLP" href="http://www.ttllp.co.uk/">TTLLP</a> is partly a library services <em>worker</em> cooperative and just now there&#8217;s a massive flame-storm about the largest library services <em>consumer</em> cooperative - OCLC, the Online Computer Library Center - because it just updated the terms for sharing its book data collection.  OCLC seems to be treating it as a private asset that it can exploit, not the common resource that many librarians thought it was.  I&#8217;ve been watching this fire with interest - because, at best, I don&#8217;t think it&#8217;s helping other cooperatives that sell to libraries - and here is my summary.</p>
<p><a href="http://booktwo.org/notebook/oclc-and-the-great-library-scandal/">OCLC and the Great Library Scandal</a> is a good introduction and there&#8217;s <a href="http://blog.ecorrado.us/2008/11/15/talis-podcast-about-oclc-worldcat-record-use-policy-with-karen-clahoun-and-roy-tennant/">a summary of the Talis Podcast about OCLC WorldCat Record Use Policy with Karen Clahoun and Roy Tennant</a> which reveals some of the OCLC thinking.</p>
<p><a href="http://bibwild.wordpress.com/2008/11/05/more-on-oclcs-policies/">Just like CC and Open Source? Still “No”</a> is a great illustration of how some librarians think OCLC is reaching the wrong conclusion, which then leads to asking <a href="http://bibwild.wordpress.com/2008/02/07/oclc-a-cooperative/">Is OCLC truly cooperative?</a> and <a href="http://oregonstate.edu/~reeset/blog/archives/579">What would it look like if OCLC was broken up?</a></p>
<p>A commenter on <a href="http://www.tom-watson.co.uk/2008/11/library-data/">Tom Watson: Library data</a> asks: &#8220;Why would libraries play this game?&#8221;  Well, the road to hell is paved with good intentions and this road has taken 40 years.  First off, OCLC is essentially a good idea - libraries cooperating to act as a counter-weight to the large library service companies.</p>
<p>However, I believe OCLC predates many recent company rule innovations (stronger common asset locks) and data licensing innovations (Share-Alike, Fiduciary Licensing and the general free and open source software movements), so there&#8217;s nothing to stop them trying to privatise the assets (library data) that the libraries have given to OCLC and it was only a matter of time before someone tried.</p>
<p>I&#8217;m having a similar discussion with another organisation that has been given data by its members under vague terms and is now apparently about to exploit that data for the organisation&#8217;s benefit, to the detriment of some members.  TTLLP is a member but has not contributed much data because I was suspicious of the lack of terms.</p>
<p>In time, hopefully, asset locks and more awareness of data licensing will eliminate these problems, but there&#8217;s going to be a lot more people getting burnt first.</p>
<p>Finally, a quick shout-out to the Open Library Environment as a possible emerging alternative to OCLC for practical services.  <a href="http://www.aaronsw.com/weblog/oclcscam">Raw Thought: Stealing Your Library: The OCLC Powergrab</a> covers some of its motivation (and includes a link to a petition to OCLC, if you want something to sign), but I share <a href="http://www.betaversion.org/~stefano/linotype/news/220/">Stefano&#8217;s (now there&#8217;s someone I&#8217;d not read in 7 or so years) analysis of some of the challenges</a>:</p>
<blockquote><p>&#8220;any grass-root approach that will get big enough to take on OCLC on the metadata collection and redistribution service that libraries need will have to incorporate under the pressure of its users (if only for legal liability protection) and will have to find an answer to the same set of problems (policy, governance, financial sustainability) that OCLC has.&#8221;</p>

<p>This week (21-28 November) is <a href="http://www.maintainyourbuilding.org.uk/index.php">National Maintenance Week</a>.  Do a bit of maintenance on your home this week yourself and save a bit of money, as well as improving the appearance of your local community.</p>
<p>National Gutters Day is next Friday (28th).  After this summer&#8217;s heavy rains led to a curtain of rain falling down, I paid the window cleaners to clear our building&#8217;s gutters.  Unfortunately, they didn&#8217;t clear quite close enough to the end of one gutter and it still overflowed - but I didn&#8217;t find this out until the next rainstorm.  I&#8217;ve bought a long handle and a gutter-cleaning tool for about the price of one gutter-cleaning, so I can deal with it myself in future!  How about you?</p>

                <content:encoded><![CDATA[<p>I just had a very nice chat on the phone with a man whose first attempt at online shopping seemed to have resulted in a fraudster using his card to buy mobile phone top-ups.  I don&#8217;t understand why he called us (it wasn&#8217;t one of my web shops), but I hope I did the right thing by directing him back to his credit card company&#8217;s fraud department.</p>
<p>While I was talking to him, I was checking the shop he had problems with.  I wouldn&#8217;t have bought from it.  Here&#8217;s how I checked it:-</p>
<h3>1. Check the Page</h3>
<p>Open the front page of the site in one browser window and then use another window to get to a page that ought to be secure (the payment/checkout page is my usual one).  Look at them both.  Do either of them show any logos from well-known payment (Barclays, RBS, Protx, &#8230;) or security-checking services (thawte - who else?)?  That&#8217;s not entirely reliable, but it&#8217;s usually a good sign because those companies attack people using their marks without permission.</p>
<p>Look at the payment/checkout page - does the address in the address bar start &#8220;https&#8221;?  If so, is the padlock in the browser status bar (usually bottom right) closed?  That usually means it&#8217;s encrypted with a Secure Sockets Layer (SSL) certificate.</p>
<h3>2. Check the Certificate</h3>
<p>Open the certificate details.  In Firefox-based browsers, double-click the padlock, then click the &#8220;View Certificate&#8221; button.  Then pick &#8220;Subject&#8221; in the second list box.  Usually, it looks like this:-<br />

in that case, as long as the &#8220;CN&#8221; (common name) is the webserver you thought you were using and the &#8220;O&#8221; (organisation) and country code (C) make sense, then there&#8217;s nothing wrong.</p>
<p>Some shops now use Extended Validation certificates and give a bit more information.  Here&#8217;s one from a train company:-<br />

In addition to the CN and O, it shows Organisational Unit (OU), Location (L), State (ST) and also other address parts and company number that Firefox doesn&#8217;t display neatly.  This is a bit more reassuring, but also a lot more expensive for the shop owner (around 20 times more, last I checked), so I don&#8217;t blame shops for not using them.</p>
<h3>3. Check the Registrations</h3>
<p>By this point, the payment processing and actual transaction are looking pretty good.  Finally, I check the recipient.  Find the business details on the web shop.  Does it include a geographic address?  If it contains a company registration number, look it up on the <a href="http://www.companies-house.gov.uk/">Companies House</a> website.</p>
<p>Then I find the business details on the domain names - you can <a href="http://www.coolwhois.com/">use CoolWhois to look up domain names</a>. If any of the addresses or numbers don&#8217;t match (Website, SSL Certificate, Whois), then I call them to ask why their website says they&#8217;re based in Bristol but their domain name is registered to Bolton.  If they don&#8217;t answer messages, or - worse - the domain name says &#8220;Non-trading Individual&#8221; and the address has been omitted from the public listing, I give up on them and look for another shop.  There&#8217;s no point securely paying someone that you can never reach if there&#8217;s a problem.</p>
<h3>4. Buy Stuff and Check the Statements</h3>
<p>All being well, I then buy stuff and check my credit card statement each month before I pay it.  I think any web shop owner (or webmaster - I help some people with this sort of thing) should be taking care of the basics above.  Do your shops measure up?</p>
<p>Despite the above checks, I can only remember not buying something online once in the last year.  A couple of times, I&#8217;ve worked through the above steps and it&#8217;s changed which shop I bought from - and I&#8217;m pretty sure it saved me from losing £400 on one purchase.</p>]]></content:encoded>

                <content:encoded><![CDATA[<p>The New Zealand Organic Dairy Farmers Cooperative (NZODFC) has announced that it is the main sponsor of a programme of extension group workshops for dairy and dry stock farmers throughout the North Island.</p>
<p>The workshops will be delivered by Organic Ag under the direction of well known organic farm educator, Bill Quinn. Their purpose will be to assist both organic dairy farmers, and farmers wanting to convert to organic dairying, to maximise their opportunities and profitability through efficient on farm production systems.</p>
<p>“We want them to be able to produce premium quality organic milk,” says NZODFC supply manager, Russell Simmons.</p>
<p>The day long workshops will be run every month with the first starting in Taranaki on Monday 17 November followed on in the Manawatu (18 Nov), Waikato (21 Nov), Bay of Plenty (24 Nov), and Northland in the near future. Further workshops are scheduled to be held in December 2008, and January, February and March 2009.</p>
<p>Mr Simmons says the extension group workshops will help farmers better understand how the different segments of their farms, such as animal husbandry, and soil and pasture management, link together to produce organic milk of the highest quality.</p>
<p>“In addition to providing them with valuable educational information and resources, the extension group workshops will create the opportunity for farmers to share ideas and concepts with each other so that they can increase their organic milk output or convert to organic dairying using the best practices available.”</p>
<p>“Because we don’t have enough milk supply to meet the growing demand for premium organic products both here in New Zealand and overseas, we want to help as many farmers as possible to acquire the knowledge and skills to produce the best quality organic milk.”</p>
<p>The NZODFC represents one of the largest group of organic dairy farmers in New Zealand. Shareholder numbers have grown to 44 and the milk supplier base has grown to 13, supplying 10 million litres of organic milk. In 2009, a further 10 suppliers are scheduled to join the co-op.</p>
<p>Using contract dairy processors, NZODFC has focused on the production of organic cheese products and has already successfully fulfilled export orders to several overseas markets.</p>
<p>The co-op has now acquired the Okato dairy factory in Taranaki which it is presently upgrading to produce organic cheese. When completed in mid-2009, its organic cheddar, havarti and gouda cheeses will be exported to meet the increasing demand for organic dairy products.</p>
<p>“Global sales of organic food and beverages grew by 15 per cent in 2006 to USD 40 billion, and in the USA alone sales grew by 21%,” says Mr Simmons. “Organic dairy products form a significant part of the organic food and beverage segment, with sales in the USA growing by 24% in the same period.”</p>
<p>“While the United States and Europe are the biggest consumers of organic cheese, expanding Asian consumption represents a huge opportunity for New Zealand organic famers,” he says.</p>
<p>“In fact demand for organic dairy products keeps growing, especially from New Zealand which is seen to be clean and green and producing premium quality products from high quality milk.”</p>]]></content:encoded>

In a present era of globalization the co-operative teaching/learning almost coinciding all the places. knowledge and sophistication through co-operatives made world people unite for peace and better world. Enlightenment and sophistication acquired through education and exposure to the arts, music, literature, and related intellectual activities. The beliefs, customs, practices, and social behavior of a particular nation or people to tends becoming common. The co-operative movement has established under a one flag and its spirits globally with a universal values and principles, and shared beliefs and practices, set of attitudes of co-operatives in various countries are developing with almost same pattern.  Hence, the co-operative culture becoming a universal organization culture. Aggregate sum of a society's knowledge and the behaviors are the fundamental concern to the Anthropology. In the Anthropological perspective culture and technology used are the functions of each other. According to the Anthropological definition of technology as - 'the sum of a society’s or culture’s practical knowledge, especially with reference to its material culture'. Therefore technology and culture are the keen concern of co-operatives. In the capacity of social development theory, the evolution and pattern of culture are the main matter to be realization. <p>This week has been an utter farce for international football coverage, with German stations showing both matches live and free-to-air, while English fans at home were being asked to pay an Irish broadcaster or go without.  What are the FA playing at?  Why is there no &#8220;national coverage&#8221; clause in their sale?</p>

Nepal is newly settled on peace process after suffering with the massive armed conflict for a decade. Recently, general election for constitutional assembly had held. From the election, the rebelian force become a largest party, and the leader of the party become a Prime Minister. The new government put forwarded the national policy in constitution assembly meeting. The government policy announce by the presdent. Cooperatives has acepted as a basic tool for the socio economic transforming of the country. The cooperative movement is taken as a higher priority is interesting phenomena. This shows the rebelian communist leader announced that he is a cooperative friendly and a high level cooperative board would be formed chaired by PM. Wishing all successes of new leader in prictice.</p>
<p>Real history of cooperative movement in Nepal is not exceed than 15 years. This is why the movement is observed a very primitive stage. Plenties of mischief and violences of values of cooperatives in present. To scale up the  movement is one of the major task and giving a way out is another part.</p>]]></content:encoded>

<p>When a cooperative society is not doing well, running with huge losses, not implementing cooperative societies Act, Rule, Bye-laws and doing business against cooperative principles, and government regulations, or in some cases when RCS feels that public interest is to be protected due to large government  or public stake in society by way of government share capital, subsidiary or public deposits, that time Registrar of cooperative societies feels that to protect and safeguard interest of public, and shareholder  he appoints liquidator, or administrator as the case may be after following legal procedure.</p>
<p>Generally liquidator and administrator are appointed from department of cooperation,it is expected from them to eradicate the mistakes and improve the working of societies.In some cases it also happen that a society is improved and handed over to board of directors but most of the time the societies are wounded-up.When a urban cooperative bank,spinning mills, sugar factory, urban credit society shut down its business the depositors,members loses deposit kept in a bank,credit society and farmers encounter with the problem of supply of sugarcane and cotton to concern factory.In such cases we will leave the basic question of how a sugar or spinning mill incorporated in a area where infrastructure and raw material is not available.But it is the skill of administrator  that he should apply all forces,resources to improve the working of society.</p>
<p>Some administrators are worth for appreciation that they improved working of weak and sick societies but most of the time the administrator does not have knowledge of concern society,he gets appointment due to virtue of power.When a administrator appointed for a urban cooperative bank he should have knowledge of banking it also expected that he should have working experience of bank or for a sugar factory,spinning mill administrator should possess the qualification of B.E. and MBA.The RCS should form a panel of administrators for urban cooperative banks stipulating the qualification of MBA,CAIIB and working experience of bank for 5-10 years or retired persons from RBI,Nationalised banks with high position and qualification to be appointed as an administrator.In sugar factory the MBA qualified persons should be appointed with adequate experience in the line.Time has come that a professional approch towards cooperation is needed and steps should be taken at an early to save, safeguard, strengthen the cooperative movement....vinayak r sakhare</p>]]></content:encoded>

                <content:encoded><![CDATA[<p>The Institute of chartered accountants of India made mandatory under section 227(3) of companies act 1956 for the auditors to report whether  in his opinion the profit and loss account and balance sheet comply with the accounting standards referred to in section 211(3c)of companies act 1956.<br />
These accounting standards are made applicable w.e.f. 01-04-2004 to make applicability to various business forms the business organisations put in three categories as level-I enterprise,level-II enterprise,level-III enterprise.<br />
It is necessary for cooperative societies to make all these accounting standards applicable to them.As sugar factories,spinning mills,dairy societies,marketing sale-purchase unions,and state level federations doing very big business.Only cooperative urban bank section is implementing these accounting standards.<br />
At present the accounts maintained in cooperative societies in maharashtra are not uniform and vary from place to place and from society to society,hence it is not reflect the coorrect and scietifically true picture of societies financial affairs.The registrar of cooperative societies should make it compulsory to implement accounting standards.Particulary the valuation of closing stock(AS-2),cash flow statement(AS-3),p&amp;l account and prior period items(AS-5),depreciation accounting(AS-6),revenue recognition(AS-9),accounting for fixed assets(AS-10),accounting for investment(AS-13),borrowing costs(AS-16)EPS (AS-20).It should be assessed that which accounting standard shold be made applicable to particular type of society from AS-1 to AS-29.This will also help to societies to compare their data intra and inter industry,also avoid window dressing and use of outdated circulars..vinayak r sakhare</p>]]></content:encoded>

                <content:encoded><![CDATA[Co-operative Development Scotland (CD:S) is a wholly owned subsidiary of Scottish Enterprise, charged with supporting the growth of sustainable co-operative businesses the length and breadth of Scotland. partnership working with other key players in economic development and co-operative development including Co-ops UK, ICA, Scottish enterprise, Scottish Government, Business gateway and the Local Authorities will be an important part of the role to ensure co-ordination of support to businesses.<br/><br/>As a subsidiary of Scottish Enterprise, the Chief Executive will provide leadership to CD:5, raising awareness of the co-operative business model in Scotland and delivering its challenging business plan. The Chief Executive will seek input and guidance from the CD:S Advisory Board on relevant issues on policy and priorities, and at the same time have the responsibility and accountability for the operations of the organisation.<br/><br/>The successful candidate will require effective communication skills and the ability to interact with senior management and board level, senior management experience in economic sdevelopment combined with a track record of delivery.                 <content:encoded><![CDATA[<p><img width="105px" height="33px" src="http://www.buzzinfootballblog.co.uk/wp-content/2007/12/flash_premier.gif" alt="Blue Sq Prem" />The Advertising Standards Authority has told Setanta Sports that it can&#8217;t advertise Non-League fixtures in the way they have been and then not actually broadcast them.</p>
<p>Earlier in the season, I was happy to see Setanta advertising coverage of Non-League matches.  They&#8217;d taken out adverts in the Non-League Paper and I think some reports appeared in local media around the more actively-followed clubs, like Cambridge.</p>
<p>It seems that they advertised games such as Altrincham vs Cambridge, Aldershot vs Exeter and Woking v Farsley, then chose to show Champions League or UEFA Cup matches instead at those times.  The adverts said &#8220;fixtures correct at time of going to print&#8221; and gave no suggestion that Setanta might simply choose to show Euro matches instead. <a href="http://www.asa.org.uk/asa/adjudications/Public/TF_ADJ_43719.htm">The full ruling</a> is on the ASA web site.</p>
<p>Did you pay for Setanta to watch Blue Square Premier matches and then get only Eurofootball?  Are Setanta any better than Sky?  Does the cut-throat TV market mean that channels have to do this sort of thing to fans?</p>

                <content:encoded><![CDATA[<p>By chance, I was watching BBC News 24 this lunch time when they interrupted their One O&#8217;Clock News (also on BBC One) to cover Harry Redknapp&#8217;s press conference at <a href="http://www.portsmouth-mad.co.uk/">Portsmouth</a> today, following yesterday&#8217;s reported arrest on suspicion of conspiracy to defraud and false accounting.</p>
<p><a href="http://news.bbc.co.uk/1/hi/uk/7118825.stm">The 60-year-old Pompey manager blasted the police</a> for choosing to raid his home at 6am, when he was travelling back from a game in Germany and his wife was home alone <strong>and</strong> for having tabloid photographers with them.  How did they know, he asked&#8230; good question.</p>
<p>It was a little strange seeing him appear on the BBC again after so long.  He&#8217;d <a href="http://news.bbc.co.uk/sport1/hi/football/5367852.stm">refused to appear on BBC TV</a> since a Panorama report recorded an assistant suggesting Redknapp knew about dodgy agent payments.  I did wonder if his sudden change-of-mind about answering questions was because the first reporter was from the BBC.</p>
<p>Does Harry Redknapp have a case to answer?  Even if the club was involved, it&#8217;s been well-reported that he didn&#8217;t have total control over bringing players in, so it seems unlikely.  What do you think?  Is there a cloud over him?</p>
